2. Agency Overview

At RWCFS, employees are immersed in a passionate nonprofit atmosphere dedicated to lifelong learning and the education of children and families. This dynamic organization adapts to the evolving needs of families, schools, and communities, offering challenging work that leverages existing knowledge while promoting skill acquisition. Our mission-driven environment fosters a responsive, friendly, and collaborative culture, with ample opportunities for professional development. We are committed to making a positive impact on young lives and expect all staff to prioritize the needs of children, ensuring active engagement with students at all times.
Founded in 1979, Rock Walworth Counties Comprehensive Family Services, Inc. (RWCFS) is dedicated to addressing poverty through targeted programming in Rock and Walworth Counties. Initially focused on families with children aged 3-5, RWCFS expanded its services in 2002 to include pregnant women and families with children from birth to age three, introducing the Early Head Start program to further combat poverty. By 2009, this initiative had reached Walworth County, offering home-based support for families and emphasizing the role of parents as their children’s first teachers. RWCFS also launched a collaborative program with the School District of Beloit in 2013-2014 to support parenting teens at risk of dropping out, allowing them to pursue education while ensuring their children receive quality care. With a mission to enhance school readiness from the prenatal period to age five, RWCFS partners with schools and community organizations to provide comprehensive health, education, and family services, positively impacting academic achievement and fostering lifelong success for children and their families.
RWCFS Mission Statement:
In partnership with parents, and collaborating with stakeholders, RWCFS will support children’s readiness for school and life success, by developing independence and self-sufficiency, strengthening families and promoting social justice.

3. Daycare Licensing

The child care licensing program is a component of the services provided by Department of Children and Families (DCF). The program is accountable for the statewide licensure of Wisconsin’s child care facilities, including family child care, group child care, and day camps. The purpose of the program is to promote the health, safety and welfare of children in licensed child care.

4. Standards of Conduct (Review on your own)

Adhering to standards of conduct in early childhood education is essential, as it fosters a safe, respectful, and nurturing environment where children can thrive, learn, and develop vital social and emotional skills.
5. Child Development/Mental Health/Disabilities

RWCFS goals were developed in order to promote children’s growth in the following areas: approaches to learning, health and physical development, social/emotional development, language development/communication (including dual language learning), and cognitive development.
6. Additional Policy Review

Each employee is expected to thoroughly understand the RWCFS policies outlined in all parts of this orientation. At the completion of your orientation, you will be required to sign a form acknowledging that you have received and understood each of these policies. We will go over the policies during orientation. You are responsible for acquainting yourselves with the procedures.
7. Child Abuse & Neglect

Mandated reporters play a vital role in early childhood education programs by serving as the first line of defense against child abuse and neglect. Their responsibility to identify and report suspected cases ensures that vulnerable children receive the protection and support they need, fostering a safe and nurturing environment for all.

8. Health & Safety / Civil Rights (Review on your own)

Being conscious of health and safety in early childhood education programs is crucial, as it protects the well-being of young children, minimizes the risk of accidents and illnesses, and creates a secure environment where children can explore, learn, and grow. Prioritizing health and safety fosters trust among families and promotes positive development and learning outcomes.

In such a location, no person may prohibit a mother from breast-feeding her child, direct a mother to move to a different location to breast-feed her child, direct a mother to cover her child or breast while breast-feeding, or otherwise restrict a mother from breast-feeding her child as provided in this section.

10. Abusive Head Trauma Prevention (AHT)

Abusive Head Trauma Prevention is essential in early childhood education programs, as it safeguards the well-being of young children by raising awareness of the risks and consequences of such injuries. By educating educators and caregivers about prevention strategies, we create a safer environment that promotes healthy development and protects children from harm.

11. Safe Sleep

Creating a safe sleep environment for children is crucial for their health and well-being. Proper sleep practices help reduce the risk of Sudden Infant Death Syndrome (SIDS) and other sleep-related incidents. Establishing these practices not only promotes safe sleeping habits but also fosters a sense of security for both children and their caregivers. By prioritizing safe sleep environments, early childhood education programs can contribute to healthier sleep patterns, support overall development, and provide peace of mind for families.
